Front dogs not working but will work as DRL

Please help, since I’ve had my golf the front fog lights don’t work off the switch. I have tried different switches but nothing works.
They will work as DRL’s and cornering lights, but will not work off the switch.
I have been told the car needs coding.
Is this correct and can somebody help me?

This would be correct. If your foglights are coded in as a North American vehicle, they are coded to automatically be switched OFF when you have the highbeam ON (as the U.S law only allows a maximum of 4 lights to be on at the front of the vehicle not including the parking lights).

In this case, yours do not illuminate outside of the DRL. You will need to post your entire list of coding so we can see what your current setup is.
