I own a 2018 GTI SE here in the US, and am having an issue where the rear turn signals will only work if the ebrake is pulled up. I got this car from a friend of mine and they have tried doing some obdeleven mods to it before but am unsure what those mods were. This GTI does have the LED tail lights and there aren't many apps that can be used to modify them from what I have seen. I recently acquired an obdeleven to try and fix this problem but have not had any luck. I would appreciate the help.

Hunter : hi. Hmm........ it's always tricky trying to second-guess coding changes that a previous owner has made. If your friend made these changes - then maybe he/she still has a record of the modification in the software for the device that was used? Which diagnostic device was used for these changes? For obvious reasons based in the main on the fact that I live in the very, very deep south - I'm not familiar with "Yankee" model Golfs!
I assume that the LED tail-lights on this car were factory fitted (meaning that they are true OEM fittings - not after-market tail-lights). Is this so? If my assumption is correct - please post-up screenshots of the following Leuchte-sets : Leuchte16BLK SLB35BLK SL KC9 and Leuchte18BLK HLA60. To be clear - I need to see ALL 19 x adaptation channels for each Leuchte-set in your screenshots

hmm........ OK, found one of the Leuchte-sets on this car that are programmed for turn signal operation - Leuchte16BLK SLB35BLK SL KC9 (on the left-side). Lucky guess!!
I suspect Leuchte17TFL R BLK SRB3TFL R BLK SR KC3 is the matching Leuchte-set on the right side
The values in Leuchte16BLK SLB35BLK SL KC9 are most certainly NOT factory - in fact, I'm surprised that you are not complaining!! As currently programmed, the lamp that is controlled by this Leuchte-set (I'm not sure which lamp position this is on an American Golf) operates as Public-Lighting (I think you call this "position-light" - but lets agree to use PL) AND as a counter-blinking turn-signal.
The problem with the coding is that when the PL is turned-ON (presumably at nighttime), the turn-signal won't work because the blinking function clashes with the stead-state function of the PL! However, the odd programming does NOT explain the behavior with the EPB (electric parking brake)
As I say, I suspect that the matching Leuchte-set on the right-side fittings is programmed the same
Which of the lamp positions on the inner tail-light fittings on this car exhibit the dynamic that I describe above?
The other Leuchte-set (Leuchte18BLK HLA60) is not enabled - so not helpful, alas
We now need to find the correct Leuchte-sets for the outer tail-light fittings - post up Leuchte20BR LA71 and Leuchte21BR RC8 (American cars tend to combine the brake and turn-signal lamp). Again, ALL 19 x channels for each Leuchte-set -please

hmm....... ain't no useful information in those Leuchte-sets - this is a very odd problem!!
I'm not sure that I have any further suggestions other than maybe posting-up a Backup of the central electrics module. But I don't hold-out much hope of finding where the previous owner made the coding changes that resulted in the problem (alas)

So no suggestions on what I might be able to change or if it can just be reset? I would just like to try whatever I can before taking it somewhere. I wouldn't have ever noticed they were even out until I got pulled over for not using them haha.

Do this (assuming that you use iOS version software): - Fire-up OBD11 software - no need to connect to the dongle
- Select Garage tab in the Home screen (lower left-side)
- If you have registered multiple cars on you account - select the the correct vehicle
- Select Control Units
- On the Control Unit screen - select the central electrics module
- Scroll-down and select History
- Follow the screen instructions below:
- On the 2nd screen above - deselect ALL entries except Backup
- After you receive the Email that you sent to yourself (last screenshot) - add the Backup file as an Attachment to a new post

Okay Yeah, so I was doing it right when I found it before I asked and when I select back-up or full back-up it just provides me with a blank screen.

hmm....... of course anything is possible - but doesn't the fact that you get a blank screen mean that there is NO record of a Backup file stored against your OBD11 account?
I have no idea why this might be the case - but clearly from your previous screenshots, you DO have a PRO subscription. So you should have access to the Backup facility. Did you use the same OBD11 account when making the Backup?
Maybe try making the Backup again - I'm guessing
