I'm totally guessing - but if when you say "lights", you mean Daytime running lights - then maybe try this:
Central electrics module - Adaptation - Daytime running lights-Activation: daytime running lights - change from Daytime running lights (default) to not active

I'm happy to be told otherwise - but I don't believe it's possible to alter the Public Lighting part of headlight fittings because these lamps are controlled by Light Control Modules (LCMs @ address D7). OBD11 cannot access coding in LCMs.
